Qualifications for election and holding of office as a member of the Council.

in any other case, on the expiration of five
years from the date of his discharge;
(iii) the disqualification attaching to a person by
reason of his having made a composition or
arrangement with his creditors shall cease,
(a) if he pays his debts in full, on the date on
which the payment is completed; or
(b) in any other case, on the expiration of five
years from the date on which the terms of the
deed of composition or arrangement were
fulfilled;
(iv) for the purposes of paragraphs (d), (e) and (f) of
this section, the ordinary date on which the period
allowed for making an appeal or application with
respect to the surcharge or conviction expires or,
if such an appeal or application is made, the date
on which the appeal or application is finally
disposed of or abandoned or fails by reason of
non-prosecution thereof, shall be deemed to be the
date of the surcharge or conviction as the case 1
may be.
21. A person of either sex shall, unless disqualified
by virtue of this Ordinance or any other enactment, be
qualified to be elected, nominated or appointed and to be a
member of the Council if he is entitled to be and is
registered as an elector for the purpose of the election of
members of the Council, and
.
(a) is able to speak, read and write the English
language; and
(b) being a British subject of whatsoever race, or being
a person of European race other than a British
subject, has at the date of his nomination es 2.

or his nomination or appointment as such a member
